If the number 1 priority is to reduce crime and increase safety, the criminal justice system should focus on rehabilitation instead of just throwing them in shitty gang-run prisons for revenge or whatever. That helps nobody and destabilizes society.
Especially when “lock 'em up and treat 'em like shit” usually leads to more crime and “lock 'em up and throw away the key” leads to large prison populations that are long past their tendency to cause trouble.
