According to Genius.com the lyric is the “the storm keeps on twistin”
Probably referring to how hurricanes, and other big storms rotate and spin with the winds that drive them.
Considering the city she grew up in, which is on the east coast of Canada and is intimately familiar with hurricanes, I would tend to agree.

Very vaguely it seems to be pointing out the endless cycle of darkness in the subject of the song’s life, from what I can tell just reading through the lyrics.
